How to report neglect/abuse or unlicensed breeding of dogs in Dekalb
County
It is illegal in Georgia to produce more than one
litter of puppies in a year without a license from the Georgia
Department of Agriculture. If a person is breeding intentionally for
profit, (s)he is likely producing more than one litter per year. If
a person is breeding unintentionally (e.g. too irresponsible to have
his/her dog spayed), (s)he is likely producing more than one litter
per year-because a female dog, typically, goes into heat more
than once a year.

have to provide is the address of the breeder.
The Dekalb County animal ordinance is very specific regarding proper
care and restraint of dogs. It is illegal to chain a dog outdoors
unattended, period. A dog is allowed on a "trolley" line between two
trees only between the hours of 8:00 am and 10:00 pm and only if it
is also contained within a fence, for the same reason a swimming
pool has to be within a fence. A dog's pen must be at least 100 sq. ft. PER DOG, not including the space occupied by the dog house(s).
A dog's shelter must be in the shade during the summer months and in
the sun during winter months. A dog's living space must be clean and
sanitary at all times.
If you see a dog on a chain or in a pen that is too small or in a
living space that is muddy or littered with garbage, debris or
feces... If you suspect cruelty, abuse or neglect.... If you see
a dog that appears sick that isn't receiving veterinary care or a
dog that is emaciated or malnourished... report the location to
Dekalb Animal Services via email to Director Kathy Mooneyham at
kjmooney@co.dekalb.ga.us AND to Cruelty Task Force Officer Fonda
Spratt at fsspratt@co.dekalb.ga.us
If you see a dog, cat, puppy or kitten DEAD in someone's yard, do
not call 911. Report the case to Dekalb Animal Services (Mooneyham
and Spratt) so that a necropsy can be done to determine the cause of
death and whether the owner was directly or indirectly responsible
for the death.
