How to report neglect/abuse or unlicensed breeding of dogs in Dekalb County
It is illegal in Georgia to produce more than one
litter of puppies in a year without a license from the Georgia
Department of Agriculture. If a person is breeding intentionally for
profit, (s)he is likely producing more than one litter per year. If
a person is breeding unintentionally (e.g. too irresponsible to have
his/her dog spayed), (s)he is likely producing more than one litter
per year-because a female dog, typically, goes into heat more
than once a year. If you see a dog, cat, puppy or kitten DEAD in someone's yard, do not call 911. Report the case to Dekalb Animal Services (Mooneyham and Spratt) so that a necropsy can be done to determine the cause of death and whether the owner was directly or indirectly responsible for the death.
